Before starting release work, register the branch by entering the exact GitHub branch name.

Registered branches are selectable in Patch List and Verify.

When generating in Patch List, commits already cherry-picked to the branch are auto-detected.

Deleting a branch preserves its Decision data. Re-registering with the same name restores the existing data.
